Right now appeals can be used for appealing both ML rejections and voter rejections. Since those types of rejections can be for such different reasons, I think it would make sense to have separate appeals for each.
ML appeals could regenerate more quickly, but only kick the nomination back into voting, not fully accept the nomination. This would reduce the effort needed by the reviewing staff as they would not need to fully vet the nomination (the voters will do that), just confirm that it could be viable based on the photo.
Appeals for voter rejected nominations would be unchanged.
I think this change would reduce the frustration of submitters who might resent needing to burn an appeal due to an arbitrary feeling ML rejection while preserving the time of the staff receiving appeals who are currently fully reviewing nominations which have been thrown out due to ML photo issues when they do not really need to.
