This may be an ignorant question: on Friday, a Community Ambassador stop was added in a cell that was already occupied by a waypoint I had created some time ago. Today, the original waypoint in the cell was removed. I had heard in the past that sponsored stops don’t count as ‘occupying’ a cell for these purposes but I have no idea if that’s true or not. Is this expected behavior and I just need to reconcile myself to my contribution vanishing?

First off, I don’t think community ambos can add stops/gyms to PoGo. Only PoGo can add stops/gyms, and they are going to either come from the database map or be sponsored stops/gyms, which are sponsored by a business (for example, McD’s or Walmart).
I do still see that Grace Plaza is a Wayspot, but there are also 2 other Wayspots in this L17 S2 cell: Steinway & Sons at 40.755764,-73.983703 and Hippodrome NYC at 40.75574,-73.983341. Grace Plaza is actually at 40.755186,-73.983561, which is on the south border of this cell; the other 2 Wayspots are on the north border. The pin is on Grace Plaza.
Is either of these 2 other Wayspots are stop/gym in PoGo? If so, it’s possible that there was a rebalance in PoGo, which doesn’t happen often, but can. It’s still in Ingress, the Grace Plaza Wayspot, but I’m thinking that one of the other 2 may now be the stop/gym in PoGo now.
So this is fascinating then.
I originally created the Steinway Waypoint on the edge of the adjacent cell. An edit moved it south to where it is now and it therefore was removed as the cell was already occupied. I then created Public Plaza at 1133 6th Avenue to replace its original location.
A week or two ago, the Steinway waypoint suddenly reappeared in-game, but nothing else was removed. But Steinway must be the root cause of Grace Plaza being removed.
Yes, a location edit can cause a rebalance, so this may be the case. Anyone can request a location edit, and the current location for Steinway does appear to be wrong. However, to me, a more accurate location would be at 40.755698,-73.983718, which would keep it in the same cell as the Plaza and Hippodrome.
This location is near the main entrance to the Steinway store, which faces 6th Ave, and this is typically where, when nominating a store, is one of the best places to place the pin. Yes, there are signs facing both 6th Ave and W 43rd St, but typically if the pin can be placed at the main entrance, that’s usually considered the best place to put it. The pin below is where I think the Steinway Wayspot should be located and seem most accurate to me.
Just to clarify.
There is a special Pokémon Go Community Ambassador facility for the CA to request a CA pokestop to be placed at a specific location. These are meant to be like putting a flag in the ground so everyone knows where to meet. So there is no link to any physical object.
They can request location changes to this pokestop. Locally our CAs have changed a location several times depending on feedback on meeting locations. All the changes and requests are handled by the Pokémon Go team.
It’s best thought of as like a sponsored stop.
