Unable to withdraw submission. (E4)

So I submitted a new pokestop but didn’t completely understand the system yet, and I thought being it wasn’t on the map it hadn’t been submitted before, now that I’ve used it for a bit I realize its been submitted before and just not made a stop. So I attempted to withdraw it being it was a duplicate but get this error however “Unable to withdraw submission. (E4)”

If your nomination is already in voting (and possibly also if it’s been upgraded), you are unable to withdraw it.

I see that the nomination in question is already marked a duplicate.
