How does upgrades work

Good question 
When you submit a nomination it gets reviewed by a pool of reviewers. Applying an upgrade to a submission allows the pool of reviewers that see that nomination to be expanded. With larger numbers reviewing the nomination it can quicken the process of it being resolved.
To achieve an upgrade you need to do some reviewing.
Every time how you reviewed matches the outcome you get an agreement and the upgrade ”clock” increases by 1.
Understanding the numbers
What these headings mean is not always intuitive
Total nominations reviewed does mean exactly that - this should increase by 1 each time you do a review.
The agreements section is about the number of the reviews you have done that have been matched tge community decision.
So nominations accepted means the reviews where you were voting to accept and the community as a whole also voted to accept.
Nominations rejected means the reviews where you were voting to reject and the community as a whole also voted to reject.
And same with duplicates.
What you don’t have is the number where your direction of voting was not in line with the community.
The agreements will come through slowly as it takes time.
You have to wait approximately 24 hours after uploading a submission before you can use an Upgrade on it.
This is to give the automated system a chance to review the posting first, so that you don’t waste an upgrade on a submission that is going to be rejected automatically.
Okay that make more sense i was holding on to it anyways for a while as im still leaning and dont want to waste it. Is there any way for me know this stuff with out asking all the time i would like to be able to help other when needed
Asking here is probably the best way to find these things out 
(The answers you get here will be reliable. If anyone does answer incorrectly, it will get corrected, generally by an Ambassador. The answers you get almost everywhere else are less reliable.)

Waiting is probably worthwhile. You will get a feel for how quickly locally submissions resolve.
In built up areas people are reporting typical resolution times of less than a month often roughly 2 weeks.
The times do vary so that is why getting an idea of the local flow is worthwhile.
The good news is that because you are reviewing you are helping to keep the resolution time in your area ( which is quite large) low. Your 76 accept agreements means you contributed to 76 wayspots being created 
Hw dose Resolution time work are they all the same timez or do it go by your, lvl, location and reviewers in the area?
Also while im at it how dose reviewing stops work where it inside or location were we cant see or reach. Ive just be skipping them as i dont know what happens with it

I’m going to move this to reviewing support as that seems better for the way it is developing, and hopefully more visible for others wondering the same
I am a visual person so use images to imagine what is happening. And this is all from community observation as the details are not something they will discuss.
Essentially after a short period the nomination goes into a reservoir with other nominations waiting to be reviewed.
Reviewers are sent nominations from that reservoir. Once they have done their review if it still needs further voting it goes back to the reservoir and at some point it will go to another reviewer and so on.
So there is a cycle of being reviewed that happens until it is resolved.
A nomination stays at in queue until a reviewers gets it and votes. At that point it is changed to being in voting as it is accruing votes.
Skipping is fine if you are unsure about a nomination.
If something is inside and the submitter has not provided enough evidence you can choose to skip.
It will go back to the reservoir.
So you are not harming that nominations chances in any way.
There is no difference between reviewers you get sent the nomination regardless of your status.

Not exactly about Upgrades but the nomination process in total…
The upgrade speeds up the “In Voting” stage. Niantic has not confirmed the details but lets say for example that it would be sent to reviewers within 50 miles with an Upgrade it gets sent to Reviewers within 100 miles therefore it should reach a result much quicker.

Try to keep in mind that we submit and review Wayspots that may or may not be used as Pokestops.
It is on the submitter to convince you that the submission is what they say it is, is where they say it is, and meets criteria. For indoor nominations, I use the clues they give me. If it clearly cannot be where they pinned it, I will reject for location. If it might be where they pinned it based on the evidence they supplied and what I can see on the map, then I will select “I don’t know” for Accuracy, and check “Location”. If you really are not sure after studying it, and don’t feel good about any answer, then skipping is a great option. If you skip through too quickly, you might get a “cooldown” where the system won’t let you review for a while, but there is no penalty if that happens.
Okay so it better to skip than vote I don’t know. Inside artworks are okay to approve but how dose that work around private property. E.g a photo was taken from the footpath but within the complex yard that wouldn’t be provided but if the same artwork was at a hospital that okay to approve or is it all about how that artwork is nominated and or located. I know private property are a not go. But I’m more thinking about artworks on residential areas as where I’m from our gated community are all private if that the case we can’t even take a photo of the name on the front entry or am I wrong.
Regarding private property.
Single-family private residential property (SFPRP) is forbidden. Anything on the property, in the garden, attached to the external boundary including any separate garages is not allowed.
The same holds for schools
Other private property - businesses, shops, apartments, flats, gated communities - are perfectly valid.
It is the location of the POI that matters NOT the location of the wayspot. Moving a wayspot to a public space to get round the POI being on SFPRP is not valid.
What do you mean by this? An “I don’t know” vote is a perfectly acceptable vote.
I mean if I never been to the place before and don’t have a street view would it be better skipping and let someone else with knowledge if that area vote on it.
