If its removal are requested by property owner, there is not much you can do. Staff cant disclose who make the report, but you nd to contact property owner to withdraw removal request. You can try ask around to find who make the report or try making other nomination else where.
I had a few conversations with this Wayfinder outside of the forum.
The concern is more, if these requests were correctly applied or, like in the linked case, that a less severe restriction was originally meant to be used and could be looked into for the areas around the given locations, rather than an actual full restoration of these locations.

If its reported for removal by property owner, its likely that property owner feel disturbed by gaming activity. If event is regularly conducted there in the past, it could be why it was removed.
The local players could try and contact the property owners to see if they would reverse their decision. Circumstances may have changed and they may be amenable to some flexibility. They can use the same form that is used to request removals to modify them.
However, in the end of the day it is their property and if they feel that it is not an activity that they want to happen there then that needs to be respected and nothing more can be done.
Players will need to go elsewhere but perhaps be mindful of what can happen.
I’m still gathering information, but there’s one thing that concerns me, so I’ll report it. There are places where PokéStops or Gyms have been completely removed along with their Wayspots, and other places where they’ve only been hidden within Pokémon GO. What’s the reason for this difference?
If you do get to speak to the property owners maybe a compromise could be reached to re-instate as stops but not Gyms as less likely to attract larger crowds.
I am not 100% but I do believe this is achievable (can staff or Ambassadors confirm?)

Yes, the Wayspots in this area, including Toishi Hachiman Shrine / 遠石八幡宮 (34.039802, 131.823254), have also been removed at the request of the property owner/s.
