The lost ones are fully lost. You can re-nominate

I actually had this issue happen a 2nd time for me today. I nominated 10 things today, but one of the final 3 things I nominated failed to upload 4 separate times, during which time PoGo was also really acting up on me in general. So instead of finishing the day with 30 nominations since I used 10, I have 26 right now.
Did the cloud outage happen again?
Edit: The time of this new issue is today (6/17) at roughly 4:40 PM leading up to 5:00 PM EST.
No, it didn’t. This issue may occur if you’re not connected to a strong network.
Unfortunately, there is no way for us to push the lost nominations back into the queue. We regret the inconvenience and hope that the additional nominations have been of help.

My contributions from a couple of days ago are now showing up. Should I resubmit them?
If they are showing they should be fine.
Check it all looks correct and it should be good to go

It’s now been 22 days since I received my “thank you for submitting” email. Do we have any idea when we’ll start seeing submissions on the web site again? Or has that been announced?
I have not had any issues since the cloud outage incident was resolved weeks ago. If you submitted through Pokemon Go, you should see the contribution. If you don’t, it was lost. If you submitted through Ingress, that is a separate thing now, and you will not see it on your contributions page.
Where do I see it, then? Like, how do I edit it?

Unfortunately, the Ingres review system is still in preparation and not yet operational.
