Hoping someone, perhaps from Niantic, can explain this one to me.
I updated a Wayspot with a new photo and title. This title is supported by the evidence in the photo. The photo was accepted; the new name, which is accurate, was not. Somehow, this is thought to be a violation of terms. What further reason is there to change the name of something using the function provided to change a title, and what terms am I violating by using the provided function?

I know to you that it seems like you are correcting the Wayspot, but for Wayfarer purposes, this is trying to repurpose the Wayspot that was accepted to something else, as explained in the appeal note. The correct way to proceed is to report the church for removal. Then you can try to submit the shop as a Wayspot, but I am not certain that this would be an eligible nomination.
The photo of something besides the accepted Wayspot should not have been submitted or accepted either.

You’ve been given the basics of what repurposing is, so I’ll answer your question:
It should be used when the title has typos, or is not quite right based on what the wayspot actually represents. For example, if someone submitted a playground on Fake Street, but they put the title as “Real Road Playground”, the title would warrant correcting as it isn’t on Real Road, it’s on Fake Street (but it is still a valid playground).
Another example would be if someone submitted the Mona Lisa with a title like “Old Painting of a Lady”. The painting has a proper title (in fact it has more than one), and it would be valid to submit an edit to reflect the actual title of the painting, instead of the vague title it was submitted with.
