Wayspots on or next to the Right of Way

I have some questions that I would love to have thoughts on. When placing a waypoint is it better to be exactly accurate or be more accessible to the public right of way. I have a senior center that I am going to add to the game, but it is far from the public right of way. That being said they have a sign that is close to the road that should constitute a waypoint.
I bring this up because I see everyone trying to add free little libraries and they are always on someones personal property from what I’ve seen. Can they place these closer to public right of way so you can access from a curb and them be accessible? Or is the intent of private property to be a no waypoint thing. If accessible from a public right of way I see no issue with free little libraries going everywhere.

The position of the pin must accurately reflect the position of the point of interest.

For a senior center, there are a lot of equally correct positions. A logical place for the pin would be at a sign along the road, a sign on the building, or at the front door. Here is guidance on large areas in general showing the pin should be at a place that makes sense:

Larger areas like dog parks or sport fields make great Wayspots, but it is important to choose the right placement of the Wayspot that respects the activity it was designed to support. Instead of placing the Wayspot in the center of an open field, park, or other large area, place it at the entrance or where there is a visible sign or placemarker. That encourages you to approach the area to visit the Wayspot, without having to enter or interfere with the activities within.

For an LFL, that is a much smaller object. No, the pin should not be away from the LFL so that it is more publicly accessible. I think what happens sometimes is that submitters don’t check the map screen and the pin just goes where they were standing when they took the supporting photo. But if the LFL is on SFPRP, it should not be submitted or accepted, no matter where the pin is placed.
