It means that they can’t verify the significance to the community. Where I live, we have many platforms where customers can vote for or rate their favorite places, and I will include links to those kinds of awards when I appeal a business rejection. Anything you can find to prove the community values this place especially.

if you want feedback if you are going to resubmit it, then it would help to see screenshots of what you originally submitted - as much as you want to share.
Emblem on window , flag post in front of the shop and the last i made a picture of the table and chairs inside the shop where you can sit eat chocolate drink coffee, tea.
I think i skip it dont wanna waste a appeal on it anymore, 20 days appeal take long, nominating again is like 95% change to be rejected,if you every time need to convince that its a great Socializing place. And then get rejected on not old enough and cultural
If they read the info in the links they could have read that its already there for years.
Its on a shopping center also where everybody comes together.
Next time i buy chocolate i look for art inside the shop. Have a much better chance
