I described it as clear as i could to make people understand that it was safe but it still got rejected and deemed “unsafe” and “not permanent or distinct”, why?
It looks like it might have been a mural, but it has been partially covered over with graffiti. This devalues it. It also might be a transfer, not a mural.
The location may have made reviewers suspicious, as this isn’t a place where a mural would be painted, but is definitely a place where graffiti would appear.

So even if this had originally qualified as Street Art, at this point it no longer would.
I am struggling to see this as a mural. The location is a large part of that, as murals just don’t get put in places like this.
It looks like some very good graffiti work, maybe with some transfers, but with lazy worthless graffiti tags sprayed over parts of it. If the extra tagging hadn’t happened, it might have been eligible even though it is graffiti.
