I don’t understand why this submission got rejected. I feel like it’s being treated like a plain electricity box, but it’s about the graffiti art on the box, which is clearly stated in the message at the end (and should be obvious regardless). Could somebody please explain why this was rejected?

Graffiti is not a guaranteed Accept.
The Criteria states a difference between authorised “Mural” or graffiti “vandalism”.
It looks like the reviewers in your case did not see this as Authorised.

Also I don’t see the box in your supporting photo. For me that’s a definite red flag.
