I know about the S2 cells before.
But because of other places having four PokéStops right next to each other, sometimes they probably don’t really care
If those are all in Pokémon Go (they may be Ingress only as that uses different rules), then they shouldn’t be, and it’s likely that it’s the result of abuse from a time when location edits didn’t get checked against the proximity rules.
This is a screenshot of iitc with the pogotools overlay. All the dots on there are portals. Not necessarily Pokestops or gyms. You have to go through and mark them individually for Pokemon Go down at the bottom:
And there could be Pokestops that don’t show on there because they are within 20m of a portal, or are sponsored. You can add those in manually as you find them with this tool in the top left:
Also you can change that background to satellite view to see where the portals are.
In Pokémon we are just told to mark the most accurate spot on the map… but I have seen so many pokestops bunched up in one spot that it didn’t look like it’s really using the S2 cell.

I can see why if there are some cells that have more than 1 stop you could come to the conclusion that it must be possible.
However as others have said the reason this has happened is nearly always due to malicious manipulation in the past. Niantic has been taking strong action on these and the people that did them.
But a Golden rule in Wayfarer is don’t use what has happened in the past as something that will be suitable or work now.

It’s been a hard frustrating lesson for you to learn but I think you now understand exactly how the inclusion rules work and will take it into account. You can also explain this to any locals that you meet to help prevent others being frustrated.

If reviewers thought you pinned this away from the actual object, they can correct the pin in review. I can’t see it as a portal either to show you where it currently is. You can use the toggle in the Pokemon Go nomination map screen to see where it actually ended up. You have to be right at the place for it to work. It will show as a red exclamation point, like this:
I try to be clear when I share the S2 cell information that the thing you are submitting has to actually be there. Do not just pin it in a cell that is empty. Most of the time reviewers will correct the pin, and pinning away from the actual object can get you in trouble with Niantic.
As @hankwolfman said, your POI is in the database and it is correctly located right on top of the actual object. But it won’t appear in either Ingress or Pokémon GO because of its location.
If you have evidence that the current position that @hankwolfman mentioned is not correct, you can use help chat - the speech bubble that pops up when you access the help menu at Niantic Wayfarer - then you can request a correction. Only do this if it is a correction to the real life position, not for game reasons.
I checked street view and it looks accurately placed now to me.
It’s in the same Level 17 S2 Cell as “Kapel”. Pokémon Go only allows for one Pokéstop or Gym per Level 17 S2 Cell.
Incidentally, I’m not sure how this nomination got accepted, as it’s a duplicate of “St. Grundet Sundhedsskov” at 55.715297, 9.542703 . Your nomination is almost directly on top of this already existing wayspot. Can @NianticAaron please fix this by removing the duplicate?
Both are my nominations but with one year appart.
But what you say is that there is no chance for the pokestop to appear here in Pokemon GO, because of the rule you mentioned first?
Did you wait at least 48 hours after acceptance before posting this?
If it’s been over 48 hours and it hasn’t appeared, there may have been a complaint about a previous wayspot at this location and that’s why it can’t show up in Go.
