In Pokémon Sw0rd/Shield they are Pokémon Dens, where you do the Max Raid Battles and collect Watts.

Hello guys. I just want to ask why all the local shops all around me, are not power spots. And how can I nominate them?.
Power spots are not something you can nominate through Wayfarer. They were curated by the Pokémon GO team, so any questions about them would have to be directed in their direction.
As of right now they seem to be using their list of POIs and are not accepting nominations for new ones.

There are Wayspots that didn’t qualify for PoGo stops/gyms due to density rules that are now showing up as Power Spots. The park I live near had one the other day at a Wayspot for a story walk; not all of the story walk Wayspots are in PoGo, so this one was used as a Power Spot.
However, the majority of Power Spots do appear to have been imported from a 3rd party source by the PoGo team, as many chain businesses and local businesses are getting Power Spots. There are even some local businesses that have stops/gyms in PoGo that are getting Power Spots, but there not in the same locations. Here’s one business that popped up today with a Power Spot, and it already has a Wayspot that’s in PoGo (notice the name differences).
I went to my downtown area today, and found very little Power Spots there, even though there are many unused Wayspots. It’s possible though that there were some at the unused Wayspots earlier in the week, and now the area is just quite vacant of Power Spots (they only last for 2 days).
I’m sure that the countries that do have Max battles available to them are helping the PoGo team figure everything out, as well as the best places for Power Spots. It’s a new game mechanic, so things will most likely change over time, and hopefully that’ll mean more unused Wayspots being used as Power Spots.
Lastly, thanks to @cyndiepooh for the info on reporting Power Spots. I’ve found a few at businesses that no longer exist, as well as at a childcare center.

Keeping it Wayfarer related 
Most of my Pokebins have been trash but this is the usage of already existing Wayspots in nearby areas where I can see to the edges of all four lvl 14 cells - A,B,C and D
A14 - 5 Wayspots, 3 stops, 1 Pokebin from Lightship
B14 - 0 Wayspots. 1 Pokebin from external database.
C14 6 Wayspots, 6 stops, 1 Pokebin from external database
D14 - 30 Wayspots, 25 stops, 2 Pokebin one Lightship and one external
First Pokebins reset - A, B and C Pokebins all remained the same. D had one shift, the external database Pokebin shifted to another External database Pokebin.
Second reset - Lightship Pokebin in D shifted to another Lightship Pokebin.
- It’s highly possible they are using a different level for placement

A seemingly random unmarked location 1.5 km south of the actual Township line, which also happens to be in between two freeway ramps.

Most of the power spots I have seen are things that were determined unsafe to use as a POI or is on residential property. I have found very few that use a POI that was approved in wayfarer. So, with Niantic giving all these green lights, does that mean we should approve of POIs that are similar? Some of these power spots are things that were removed for various reasons previously.
Absolutely not!! And this is why those of us who use Wayfarer are so upset by these.
@Glawhantojar had a nice rant on their podcast about these that i am not sure how to share here.

I feel like they cant make the safety issue and private property a reason anymore after they did this. It would be easier to remove all the power spots and start over than to try to fix all the bad ones.

This is how my downtown area was like yesterday, and I didn’t quite like it. Plus, I just got a historical marker there approved by ML after submitting yesterday, but have little hope of it being in any of the games.

I think we all know this won’t happen unfortunately. Somewhere along the way money will have changed hands, some team will have thought it’s a great idea, and won’t reverse it.
I think for now, reporting any of the really terrible ones is the best way forward.
